On the fifteen-minute call we sometimes say no. The commonest reasons are that somebody needs a doctor first, that the work needs a training none of us has, or that a third party wants a report.
We try never to say no without a name to go with it. If we cannot think of one on the call, we ring back within two days with one, and we would rather do that than take somebody on out of politeness.
A no from us is not a judgement about how bad things are. Several of the reasons are about our limits, not yours.
